Defence Minister Peter MacKay's address to the Arctic Security Program conference

The Hon. Peter MacKay, Minister of National Defence, was scheduled to give the keynote address at the Arctic Security Program conference The Arctic Council: its place in the future of Arctic goverance during the Jan. 17 open session. 

Due to heavy snow in Ottawa and fog in Toronto, Minister MacKay was unable to attend the conference, and sent this video address to those in attendence.
